Ney and Hill Award Winners Named

The 1999 winners of the Navy Captain Edward F. Ney Memorial Awards and the Marine Corps Major General W. P. T. Hill Memorial Awards for outstanding food service in the Navy and Marine Corps were announced today by Navy Secretary Richard Danzig.

Formal presentation of the Ney and Hill Awards will be made in San Diego, CA on March 12, 1999, during the International Food Service Executives Association (IFSEA) Annual Conference and Seminar. Ney Awards are presented in Afloat, Ashore, and Hospital food service categories.

First place Afloat galley winners are:

  • Submarine USS TENNESSEE (SSBN 734) (Gold)

  • Small Afloat USS WILLAMETTE (AO 180)

  • Medium Afloat USS VICKSBURG (CG 69)

  • Large Afloat USS BELLEAU WOOD (LHA 3)

  • Aircraft Carrier USS HARRY S. TRUMAN (CVN 75)

First place Ashore galley winners are:

  • Small Ashore Commander Fleet Activity, Sasebo, Japan

  • Medium Ashore Commander Fleet Activity, Yokosuka, Japan

  • Large Ashore Naval Air Station Pensacola, Fla.

First place Hospital dining facility winners are:

  • Small Hospital Naval Hospital, Jacksonville, Fla.

  • Large Hospital Naval Medical Center San Diego, Calif.

Ney runner-up awards in the Afloat category went to:

  • Submarine USS COLUMBIA (SSN 771)

  • Small Afloat USS SAMUEL B. ROBERTS (FFG 58)

  • Medium Afloat USS JOHN S. MCCAIN (DDG 56)

  • Large Afloat USS WASP (LHD 1)

  • Aircraft Carrier USS ABRAHAM LINCOLN (CVN 72)

Ney runner-up awards in the Ashore category went to:

  • Small Ashore Naval Surface Warfare Center Coastal Systems Station, Panama City, Fla.

  • Medium Ashore Naval Station Mayport, Fla.

  • Large Ashore Naval Air Station Oceana, Va.

Ney runner-up awards in the Hospital category went to:

  • Small Hospital Naval Hospital Charleston, S.C.

  • Large Hospital National Naval Medical Center Bethesda, Md.

Hill awards, presented in three categories, went to:

  • Best Messhall: Headquarters Battalion, 3rd Marine Division, Camp Courtney Messhall 4328, Marine Corps Base, Camp S.D. Butler, Okinawa, Japan

  • Best Field Mess: 8th Communications Battalion, II Marine Expeditionary Force, Marine Forces Atlantic, Camp LeJeune, N.C.

  • Best Reserve Field Mess: Headquarters & Service Company, 6th Engineer Support Battalion, Marine Forces Reserve, Portland, Ore.

The Hill award for Runner-Up Messhall: Marine Corps Air Station, Yuma, Ariz., Messhall 710, Commander Marine Corps Air Bases Western Area.

The Ney Awards were established in 1958 and the Hill Awards in 1985 by the Secretary of the Navy and IFSEA to improve and recognize quality food service in the Navy and Marine Corps. IFSEA is a food service industry trade association whose members include executive chefs, operators, dietitians, consultants, managers and owners of catering firms, restaurants, hotels, and clubs.

The Ney and Hill Awards recognize overall food service excellence by evaluating key areas in customer service, restauranteurship, cleanliness and management. Each category was evaluated by an independent team which reviewed food preparation, management, administration, equipment safety, sanitation, plastic waste and disposal.

The Afloat Team Evaluators were:

  • Lt. j.g. James Enriques, BUMED

  • CWO3 Andrew Krueger, Officer-in-Charge, Navy Food Management Team Norfolk

  • Mr. Patrick Beach of IFSEA

The Ashore Team Evaluators were:

  • Lt. Charles Sexton of the NAVSUP Food Service Division

  • Mr. James Little, of IFSEA

The Hospital Program evaluators were: 

  • MSCM Narciso Escano, Senior Instructor, Navy Food Management Team Pearl Harbor

  • Ms. Laurel Schutter of IFSEA

Sailors and Marines - the people who eat in the mess hall or the general mess - are the ultimate winners. More than 403 general messes competed initially for the Navy Ney Awards while 132 Marine active and reserve messes vied for the Marine Corps Hill Awards. The Ney Awards are administered by the Naval Supply Systems Command (NAVSUP); the Hill Awards are administered by the U.S. Marine Corps Facilities and Services Division, Installations and Logistics Department.

NAVSUP's primary mission is to provide U.S. Naval Forces with quality supplies and services. With headquarters in Mechanicsburg, PA, and employing a worldwide work force of more than 820 military personnel and approximately 11,000 civilians, NAVSUP oversees logistics programs in the areas of supply operations, contracting, resale, fuel, transportation, security assistance and mobile fleet hospital support. In addition, NAVSUP is responsible for Quality of Life issues for our naval forces, including food service, postal services, Navy Exchanges, and movement of household goods.
